Disclosure: we make Dora, the app ranked first here. Everything we say about the other apps comes from their own App Store pages, and we say plainly where they beat us. Ratings and in-app purchases are from the US App Store on 7 October 2026. We say how each app charges, not what it costs, because prices change by country and by week.
A UGC ad is an ad that looks like a customer filmed it: a person holding the product, talking to the phone, in a kitchen or a car. Brands like the format because it does not look like an ad, and because the way to find one that works is to test many hooks, not to polish one. That is exactly where AI helps: ten versions of an opening line, the same face in each, without booking a creator ten times. These five apps do that job in different ways.
The ranking
- Dora: best for generating many scenes and hooks with your own product, on iPhone and on the web.
- HeyGen: best for a talking avatar of you, in your own voice.
- Captions: best for editing and captioning the finished ad.
- Vmake Labs: best ready-made UGC formats for a product photo.
- Zeely: best if you also want the app to launch the ads for you.
Why Dora is #1
- Many of the leading video models in one app, so you can run the same product photo or the same hook through several and keep the best take.
- Same Character: up to seven photos of one person, then any scene you describe, so the same “creator” appears across a whole batch of ads.
- Motion Control: give it a photo of a person and a reference clip, and the person makes the gesture or the dance from the clip.
- On the web, Lip Sync turns a face photo plus an audio track into a talking clip, and AI voice-over writes that audio from your script.
- Works inside Claude and ChatGPT through an MCP connector, with the same account and balance, so an assistant can draft ten hooks and generate them for you.
- You see what each generation costs before you tap Generate. A video takes about 2 minutes.

1. Dora: the scenes, the character and the variations
Dora is an AI video and image generator on iPhone and at doravideo.com. For a UGC ad, the useful parts are these. Start from a photo of your product, or make one with an image model (the product in a hand, on a bathroom shelf), then animate it with a prompt. Keep the same person across a batch with Same Character, which takes up to seven photos of one person and puts them in any scene you describe. Copy a gesture or a dance onto a person in a photo with Motion Control; it needs a real human in the photo. On the web you can also write a script, turn it into a voice-over with the AI voice tool and make a face say it with Lip Sync. Because you choose the model, you can try one hook on several and keep the take that looks most real.
Dora also works inside Claude and ChatGPT through an MCP connector, with the same account and balance as the app. That is handy for UGC: ask the assistant for ten hooks for your product and let it generate the clips while you do something else.
Where others beat it: Dora does not write the script from a product link, does not cut, caption or dub the finished ad, does not have a library of stock actors or clone your voice, and does not launch ads. Lip Sync and the voice tool are on the web app, not yet in the iPhone app. Not every take is usable, so plan on a few per hook, and a video takes about 2 minutes, not seconds. There is no free plan: you need a paid plan to generate.
2. HeyGen: you, on camera, without filming
HeyGen builds an avatar of you from one short video: your face and your voice. After that you type a script and the avatar says it. Its page also lists avatars from photos, a photo to talking video mode (Avatar 4), thousands of stock avatars, AI voices with lip sync, captions, and video translation into more than 100 languages. Its Video Agent turns a prompt and an image into a video with b-roll. It charges with weekly or monthly plans and credit packs. If the ad is a person talking to camera, and that person should be you, HeyGen is the specialist.
3. Captions: finish the ad
Captions (by Mirage) is an editor first: one tap AI edits, a chat editor that applies cuts, b-roll and pacing when you describe them, automatic subtitles in 91+ languages, dubbing into 29 and noise removal. It also makes AI actors and an AI twin from a selfie. It charges with weekly, monthly or yearly subscriptions. It pairs well with any generator on this list: make the clips elsewhere, then cut and caption them here.
4. Vmake Labs: formats for a product photo
Vmake Labs starts from a product photo and offers ready-made social formats, including UGC style videos (unboxing, before and after, how-to, product in hand, podcast), “AI hook” videos and meme formats, plus lip sync, a teleprompter and an enhancer. It charges with subscriptions and credit packs. A good fit for online sellers who want a format to fill in rather than a blank prompt.
5. Zeely: from video to running ad
Zeely goes further than the video: it reads your product link, writes a script, makes a talking video with avatars it says are based on real UGC creators, and then launches and tracks the campaign on Facebook and Instagram from the app. It can even build a sales page if you have no store. It charges with weekly or multi-month plans plus credits. Choose it if you want one app for the whole campaign and are happy with its templates.
How to choose
- You want many different scenes with your product and the same face across them: Dora.
- The ad is you talking to camera, in your voice: HeyGen.
- You already have clips and need them cut, captioned or dubbed: Captions.
- You want a template for a product photo: Vmake Labs.
- You want the app to run the ads too: Zeely.
Whatever you use: write five hooks before you generate anything, keep the video vertical and short, and test the hooks against each other before you polish one. For a wider look at AI video apps, not just ads, see the best AI video generator apps for iPhone.
